Proverbs 10:32 (NKJV) — 32 The lips of the righteous know what is acceptable, But the mouth of the wicked what is perverse.

Knowing what to say. Righteous persons know the right things to say at the right time. They will not have to regret what they have said. Wicked persons do not have the ability. They blunder on, speaking unacceptable and perverse things.
